Victor Khotochkin
Vice-President of the Russian Olympic Committee

Born August 11, 1946, in Voroshilov, in Primorsky Kray region of the Far East of Russia. Mr. Khotochkin is a Full State Counsellor (Class II) of Russia. He is a graduate of Novosibirsk Educational Institute (1968) and State Central Institute of Sports and Physical Culture (1983). In 1989 he completed his postgraduate studies at the Academy of Social Sciences at the CPSU Central Committee, attaining a degree of Candidate of History Sciences. From 1969 to 1982 Mr. Khotochkin was an employee of the USSR Sports Committee. Between 1982 and 1986 he was the executive secretary of the National Olympic Committee of the USSR. From 1986 to 1989, he was a postgraduate student at the Academy of Social Sciences at the CPSU Central Committee. From 1989 to 1992 Victor Khotochkin worked as a senior teacher and head of the Office of International Liaison at the Russian Academy of Administration (today, Academy of Government Service at President of Russia). From 1993 to 2003 he was a state secretary, first deputy chairman of the Russian Sports Committee, and then as Deputy Minister of Physical Education, Sports and Tourism. In 2003 and 2004 Mr. Khotochkin occupied the position of State Sports Counsellor in the Permanent Committee of the Union State where he organized the first sports festival of the Union State. From April to October of 2004, he was granted the rank of counsellor in the Russian embassy in Greece, where he was responsible for the participation of Russian athletes in the XX Olympic and XII Paralympic Games of 2004. For many years he was Russia’s representative in the Committee for the Development of Sports at the Council of Europe. For the first time over the period of Russian membership in this body, which is composed of sports ministers from 46 countries, he was twice elected its chairman. In 2001, Mr. Khotochkin was elected vice-president of the Olympic Committee of Russia (First Vice-President in 2005). Victor Khotochkin is a member of the expert panel of the Moscow Region Sports Committee, First Vice-President of the Russian Bandy Federation, and a Full Member of the International Academy of Sciences and the International Academy of Creative Endeavours. Mr. Khotochkin is also a Merited RF Physical Culture Promoter. He was awarded a Friendship Order and a Medal commemorating the 850th Anniversary of Moscow. He received commendation statements from the President and Government of Russia. At the IOC session in Guatemala City in 2007 he was awarded a De Coubertin Medal for his contribution to the international Olympic movement.
