Born October 12, 1960, in Dobele (Doblen), Latvia. Higher education. Degree: ’Candidate of Economic Sciences’, professor. Before he entered Leningrad State University, Mr. Kudrin worked as an automobile mechanic at the Academy of Rear and Transport of the USSR Ministry of Defence in Leningrad. After graduating from the Department of Economics of Leningrad State University, he was a trainee research fellow at the Institute of Socio-Economic Issues at the USSR Academy of Sciences (AS). In December 1985 Alexey Kudrin began full-time postgraduate studies at the Institute of Economics of the USSR AS. After defending his Candidate-of-Sciences thesis, he was involved in the scientific work of the Institute of Socio-Economic Issues at the USSR AS. In October 1990 he became deputy chairman of the Committee for Economic Reform under the Leningrad Council (LenSovet). When the Committee was liquidated, Mr. Kudrin joined the Committee for the Administration of the Leningrad Zone of Free Entrepreneurship. From November 1991 to 1992 he was deputy chairman of the Committee for Economic Development. From August 1992 to 1993 Mr. Kudrin chaired the Principal Financial Administration (later, ’Financial Committee’) of St. Petersburg (former Leningrad). Between 1993 and June 1996 he was deputy, then first deputy of the city mayor, member of the City Government, and chairman of the Committee of Economics and Finances of St. Petersburg Town Hall. In August 1996, through a Russian Federation President Decree, Mr. Kudrin was appointed Deputy Head of Russian Federation President Administration and took charge of its Principal Control Office. In March 1997, by virtue of a Russian Federation President Decree, Alexey Kudrin became First Deputy Minister of Finances of Russia. During the first half of 1999 he was First Deputy Chairman of the board of directors of RAO UES of Russia. In June 1999 he was appointed First Deputy Minister of Finances of Russia. In May 2000 a decree of President of Russia made Mr. Kudrin the country’s Minister of Finances and a Government Deputy Chairman. On March 9, 2004, another Presidential Decree re-appointed Mr. Kudrin as Minister of Finances. In September 2007, through a decree of the President of the Russian Federation, he was appointed Government Deputy Chairman — Minister of Finances of the Russian Federation. Mr. Kudrin is chairman of the Russian Ministry of Finance (’MinFin’) Expert Panel. He has published more than 15 scientific works in the field of economics and finance. On October 2005, through a decree of President of Russia, Alexey Kudrin was awarded an Order of Merit Before the Country, IV Degree. He is married, and has a daughter and a son. He is enthusiastic about sports and music. |
